Quantum Commodity Intelligence Feature: Vietnam Confirms Nationwide E10 Rollout from June 2026
17 November 2025 | Vietnam
Following the release of Vietnam’s updated government circular on ethanol blending, the Global Centre for Green Fuels (GCGF) provided clarification and market context to Quantum Commodity Intelligence on the country’s revised E10 implementation timeline and its implications for fuel supply and market readiness.
The Ministry of Industry and Trade (MOIT) confirmed that all commercially available unleaded gasoline must meet E10 specifications from 1 June 2026, revising the earlier January 2026 start date. The updated roadmap also allows the continued sale of E5 gasoline until 31 December 2030 to support a smooth market transition.
Commenting on the revised timeline, Clarence Woo, Managing Director of GCGF, highlighted that a clear and nationally consistent start date provides essential certainty for fuel suppliers, blenders, and logistics providers preparing for E10 implementation.
“Nationwide E10 adoption will require a combination of domestic ethanol production and imported supply. Having a clear start date gives fuel suppliers the certainty needed to plan procurement, shipping, and blending infrastructure,”
— Clarence Woo, Managing Director, GCGF
The circular applies uniformly across Vietnam’s entire petroleum supply chain, covering traders, distributors, blenders, importers, refiners, and retailers. It also provides MOIT with flexibility to adjust blending levels or introduce new fuel types as technology readiness and market conditions evolve.
GCGF noted that while Vietnam aims to increase long-term self-sufficiency through domestic ethanol production using feedstocks such as cassava and corn, imported ethanol will play a critical role in meeting near-term demand during the initial rollout phase.
Vietnam began piloting E10 gasoline in Hanoi, Ho Chi Minh City, and Hai Phong earlier this year, led by Petrolimex and PVOil. Under the new roadmap, national ethanol demand is expected to rise significantly as E10 becomes the standard fuel grade.
GCGF continues to engage with policymakers, fuel suppliers, and international stakeholders to support Vietnam’s ethanol transition through policy clarity, supply chain readiness, and market confidence.
Key Takeaways:
Vietnam confirms nationwide E10 adoption from 1 June 2026
E5 gasoline permitted until end-2030 to support transition
Clear mandate provides certainty for fuel suppliers and importers
Imported ethanol expected to complement domestic production.
