CLARENCE WOO
Managing Director
A recognized authority in clean fuel policies, Clarence leads GCGF’s efforts to provide strategic guidance to governments and industries in advancing sustainable fuel strategies across Asia and emerging markets. With over 30 years of experience in energy policy, fuel standards and decarbonization, he has advised policymakers globally on clean energy transitions. He also contributes to international platforms including UNEP’s PCFV and Clean Air Asia and is a frequent speaker at global forums on low-carbon fuel solutions.
MAGDALENE TAN
Corporate Communications Manager
A strategic communicator, Magdalene leads GCGF’s corporate communications to strengthen visibility, shape policy narratives and build stakeholder alignment across the green fuels ecosystem. With over 20 years in the maritime, sustainability and technology sectors, she turns complex technical and policy issues into clear, compelling narratives. From thought leadership and industry seminars to digital platforms, she advances GCGF’s mission and expands the Centre’s reach and impact across Asia and beyond.

Finance & Corporate Services Manager
A dependable organisational anchor, Stephanie oversees GCGF’s finance, corporate services, and internal operations, ensuring strong governance and sustainable growth. She leads financial planning, budgeting, compliance, HR administration, and critical operational processes that support day-to-day efficiency. Known for her detail-oriented and solutions-driven approach, Stephanie enhances internal systems and enables informed decision-making across the organization.
CHRIS CHATTERTON
Maritime Director
A seasoned international professional with over 30 years across maritime, energy, shipping and infrastructure, Chris leads GCGF’s work on the development and safe adoption of sustainable marine fuels. He was a key architect of GCGF’s Maritime Ethanol & Methanol Alliance (MEMA) platform, and previously spent nearly a decade leading global market development for methanol as a marine fuel. As an IBIA Advisory Board member, he brings deep industry networks and a practical view of how to scale cleaner fuels across shipping.

KENNETH LIM
Programs and Partnerships Manager
A synergistic networker, Kenneth drives GCGF’s cross-sector regional programs, strategic partnerships, and industry engagements. Drawing on experience in agricultural commodities and biofuels production, he brings unique insight and networks within the full supply chain. With a practical understanding of both production and commercial aspects, he connects the dots between feedstock trade flows, industry stakeholders, and market development, for the collective goals of the industry.
CLIFTON TAN
Policy and Technical Manager
A strategist with a technical foundation, Clifton leads GCGF’s policy and technical strategy, building our in-house expertise in ethanol and sustainable fuels. Drawing on close to 10 years in energy and climate, he has advised policymakers, financiers and developers on biofuels and e-fuels, and has also worked in technical operations and maintenance. With a firm grasp of both policy and engineering, he drives GCGF’s policy advocacy, thought leadership and strategic initiatives across priority markets.
