Hanoi | March 2026

The Global Centre for Green Fuels (GCGF) has signed a Memorandum of Understanding (MOU) with the Academy of Construction Strategy and Cadres Training (ACST), under the Ministry of Construction of Vietnam.

The agreement establishes a framework for cooperation to support research and knowledge exchange on sustainable fuels in Vietnam’s maritime and aviation sectors.

Under the MOU, the two organisations will explore opportunities to collaborate on initiatives aimed at strengthening technical understanding and policy dialogue around emerging low-carbon fuel pathways.

Areas of cooperation outlined in the agreement include:

• Research and application of green fuels in maritime transport in Vietnam

• Research and application of sustainable aviation fuel (SAF) in aviation

• Sharing scientific and technological information related to sustainable fuels globally and in Vietnam

The cooperation framework may also include joint research initiatives, technical workshops and seminars, exchange of experts, and collaboration with international partners to support knowledge development in sustainable fuel technologies and policy approaches.

During the visit, the GCGF delegation also met with Pham Minh Ha, Deputy Minister of Construction, who expressed support for strengthening cooperation and knowledge exchange on sustainable fuel pathways in Vietnam.

The partnership reflects growing regional interest in exploring scalable fuel solutions that can support the decarbonisation of transport sectors while leveraging existing infrastructure.

The Memorandum of Understanding will serve as a platform for strengthening dialogue and collaboration between international experts and Vietnamese stakeholders as the country continues to explore pathways for lower-carbon transport fuels.
